Hidamari no tami or also called Nohohonzoku are small little smiling figures from Tomy Japan. Their goal is it to make you smile and relax. There are various colours and forms of them, even Pikachu from Pokemon for example.

This two shake their heads from right to left as long as light is hitting the solar chips.
